Can't build culture resources during war.

My last message was prematurely sent. Anyway, I'm taking over cities, and am given military units for building, but not any cultural (like temple, library etc.). I want to expand these new positions quickly so that no one can build a new settlement inside my radius but can't if I am not given culturals to build?
Why?

You've gone to mobilization and you can't switch that off until you can negotiate peace.

It will also end if you change government during the mobilization.

Yes, I just saw that today, don't change gov's unless I have to but a good emergency tactic. Thanks.
