Yes, and for the menagerie you now need bricks.

I could have sworn that Governor's Pets (amusingly, it used to contain the exact same spelling mistake you made) required Chiefdom.

Pets requires Chiefdom as it has since Chiefdom was added to the game. Menagerie requires G's Pets and bricks. The bricks are a compromise towards Praetyre's suggestion of Metal Working which I felt was too late.
