Can't build library?

Hi, I'm just getting back into civ after a loooong break and I played more III than IV so I'm not quite accustomed to any special rules there might be. Here's the problem: I can build libraries in some of my cities, but in the 2nd city I made I cannot. Why would that be? I can build other buildings.

Some possible reasons that I'm aware of and have checked for:
It's already built? Nope, not on the building roster.
Library requires a resource? Nope, it doesnt.
Library has a prerequisite building? Not that I'm aware of.

So what other reasons are there that I could check for?

Hey there jaafit, that sounds like a very bizarre problem! Unfortunately, I don't have a clue what could cause that.

As long as you have researched Writing you should be good to go...

It should be able to be built, so did you check suggested builds near top of list of possible builds as well as among the buildings below the units for library in your list. A thorough look at your list should find it.

Only thing I can think of is: Could it be that the Library is already in the build queue somewhere, with a few things above it so you didn't notice?
