Cant build monument

Has anybody experience issues with building monuments in civ 5? Been playing the game for the last 3 years and this is the first issue i've had with it. I will start off as the usa and found washington and build a monument but then each additional city i found i cant build one. Im starting to wonder if its a glitch in my game or something. This is really starting to chap my hide as it is hindering my ability to really grow my empire.

Maybe a silly question, but did you take Legalism in the Tradition policy tree? Do you actually already have monuments in your new cities but don't realize this?

If not, then it sounds like a glitch/bug. Try checking for corrupted files on Steam.

Yes I have legalisim. It was poor wording on my part by not going into more detail. Good idea on checking steam. Thanks.

If you took Legalism after building a monument in your capital, you will automatically receive a free amphitheater in your capital after you research Drama & Poetry and you will automatically receive free monuments in your first 3 additional cities. Go into your city screen and check to see if you already have these buildings in your cities, which is likely the reason why you can't build them.
