Can't build Ruhr valley in particular city.

I want to build the Ruhr Valley on the Hex that is marked with the red arrow on the picture below.

It fits the requirements. Which are:
Adjacent to a river
Adjacent to a industrial district with a factory.
That tile is also under the domain of the city I'm focused on (Arretium)
I think it is because it doesn't allow itself to be build on a flood plain.
Which isn't a problem perse, I'll just build it elswhere.

I have another city with a marsh and a dessert tile and it does allow to build the Ruhr valley on those tiles.
For some reason, it isn't allowed to be build on a flood plain.
Which is something I can understand. You don't build a industrial complex on a flood plain :D
That said, you don't build one on a marsh either.
Marsh and Floodplains are similar type of terrain tiles.

So either disallow or allow building it on both type of tiles, not one of both.
As for my own opinion, I want the ability to build the Wonder on both type of tiles.
Either it is because of the tile type, or it is a bug with this particular city.

Now my final request to Firaxis and those who made Civilization possible.

Put the proper requirements on the description, it is incomplete as it is.
Or fix this, it might be a bug.


Either of those 2 things or tell me where I fail.

As far as I know, no district can be placed on flood plains. Unless you play as Egypt, their special ability is that they can build on flood plains.
But I guess the game doesn't tell you this, together with TONS of other important stuff.
 
Yes, that is my point.
They got a cute little report about the building requirements, missing this particular type of information.
Not everybody knows from the start that Egypt has this ability over others. Granted, it isn't gamebreaking.

I haven't yet realized that this is the case for every district. But now that you said it, I should have picked that one up earlier :D
 
I think the distinction between a marsh and floodplains it that the former can be removed by a builder while the latter cannot. Thus, placing a wonder on a marsh (and thereby clearing it) is simply doing something you could have done with a builder (and while you save a builder charge, you forgo the food boost you would have gotten). I do agree though, that, like many other things, this is poorly documented.

Why can't it be the same for floodplains?
I'm dutch, we're famous in doing poldering on anything that is flooded. Marsh or floodplains, it makes no difference.

Perhaps it is because the Netherlands isn't among the Civs and Egypt is.
I think it should be possible, arguably with a tech requirement, just like lumber mills are made possible with machinery.
 
The main problem has already been answered, you can't build it on floodplains, but you're absolutely right in that there are some unannounced restrictions on wonder placement, it makes it super difficult to actually find a spot sometimes.
