Can't Build Space Elevator

Well, I can't figure this out. I'ts probably something silly that I'm overlooking, but I can't seem to build the Space Elevator in my current single player game. I have aluminum. I have the required tech (robotics). I have built the Apollo Program, and I have even built a few spaceship parts. Has anyone seen this before? No mods, patch 1.09. Here are some screenshots:

on a world map you have to be along the equator to build the space elevator. From your mini map I can not tell what map you are playing.

The space elevator has to be built within 30 degrees of the equator. This really should have been documented by Firaxis. From your mini map it looks like some kind of flat map, so I'm not sure if you can build the space elevator anywhere on it. If you can it could well still be within a certain distance of the 'equator' and your city may be slightly too far north. You have at least one city significantly further south, so can you build it there?

I'm playing Great Plains map, which is one of the flat maps. I'll try to build it further south. Thanks!

It would be *really* useful to have some form of way of seeing a city's position north-to-south, rather than *trying* to build the elevator.

It is documented, although hidden at the end of the "historical" dialog in the civoopedia. That is where I found out about it, and from other members here.

The elevator should instead be grayed out and have a notice when you mouse over: "Must be built near equator". Next patch?

Well, I tried to build the elevator in the more southern city, and it still wasn't available. Has anyone ever built the elevator on a "flat" map?

Are you sure that the elevator isn't still in another city's build queue?

Btw, I think the greyed-out buildings should tell via mouse-over why they are greyed out. Like, for a world wonder: "Is being built in [city name]". Or "Must be built near equator".

Yeah, I checked for that. The thing is - it's not even greyed out, it's not in the list at all!
