Can only one Civilization build a Spaceship (ie. the one who builds the Apollo Program)? I have researched almost everything but Fusion, another Civ built the Apollo Program, and now I can't seem to build any SS components at all except the Space Elevator. What's going on here...

Any chance you didn't have "Spacerace enabled" when you setup the game?

I had a spaceship victory last night and didn't have any issues. I just had to make sure I had all the right materials available to build each piece of the spaceship.

I think theres a part in Fusion. 
I have every resource necessary and Cyrus is building SS Components consistently while I sit around... none of my cities can build them. I'll double check the resource thing but they have no requirements... I now have every technology researched and every resource in the game available except Marble.
Maybe it's because I researched the Manhattan Project before and can only have one Project?

I couldn't build the Apollo Program in any other city, believe me I tried. If I went to Examine my City it (along with all the SS components) was greyed out. The SS components had red (Requires Apollo Program) and the Apollo Program had (Team Project: 0 left) with no red.

Another thing to be aware of, is projects include items in the build queues.
I had a similiar problem trying to build a Spaceship Engine, which is a One Project build. City X was going to take 36 turns to build, whereas my Capital could build it in 12 turns. I set City X to build something else instead, but the Engine was still grayed out when I tried to set my Capital to build it. Domestic Advisor didn't show any other cities building it. Going back to City X I saw that the Engine was 2nd up in its build queue. Once I removed it there, it became avail in my Capital.

Perhaps you're teamed up with tha one that has built Apollo Program, but neither of you knows it
