Can't Build Trade Unit?

I have an open trade unit slot but it says I'm at my maximum limit? I had two caravans and after one them completed it's maximum number of turns I deleted it so I could build a cargo ship. Save file is below image.

This happens if a trade unit is already queued in another city. If you check your build queues, you will see you are already building a cargo ship in Nottingham.

Thanks for that! I didn't realize Nottingham was already building a cargo ship - must have been between saves.
Still, it would be nice if the tooltip could say why you can't build the unit but that's a minor quibble.
