Can't Build United Nations

I just researched Mass Media, and no one has built the United Nations... but it's not even an option for me to build. WTH? Is it because I disabled diplomatic victory? That would be strange, since the United Nations certainly is more than just a victory condition. I suppose I could enable it next game and ignore it when someone "wins".

While I'm at it, I'd like to ask a side question. If the space race victory condition is disabled, the AI still tries to build the spaceship. This is obviously pointless. It gives me an unfair advantage at the end-game, even. Is it possible to mess with the XML files and stop them from doing this?

Yup. If Diplomatic victory is not an option then the enabler of a diplomatic victory cannot be built. No Diplo, No UN.

Edit:

And if the AI is building space ship parts then Space Race victory is an option, since the same holds true for that victory condition. If Space Race is disabled you can't build space ship parts. Check your victory conditions...

I've played many, many games - always with space race disabled. Unless this was very recently fixed, it does not diable space ship building.
 
As mentioned, check your victory conditions, because if space race is disabled so are the spaceship parts. You literally cannot build them (nor can you build the Space Elevator)
 
Yup Space Race has to be enabled to build it and diplomatic is disabled along with the UN.
 
I know it's true that disabling Diplomatic victory prevents the UN from being built, but I can sympathise with the OP's assumption, since there's no real reason for this to be the case. Firaxis could have just implemented it so that the UN performs its other normal functions, but it's not possible to call for a 'world leader' resolution. That said, so many players seem to hate the UN (perhaps justifiably, given its inflexible and lacklustre implementation) that it's probably a good thing that disabling Diplomatic victory has the side-effect of killing the UN completely. If Firaxis ever do improve the UN though, I hope they decouple its existence from the availability of Diplomatic victory.

No Diplomatic victory without UN = fine; no UN without Diplomatic victory = not fine.

Insofar as getting a Diplomatic victory goes, yes. I don't think they've said anything about it being able to do any other of the other UN-y stuff, like forcing civics, but on the other hand, they've confirmed that it does a whole bunch of other cool stuff like forcing people to declare war on a certain civ.

This makes me wonder about two things. Firstly, does this mean the UN itself is completely unchanged in BtS? That'd be a shame; its current implementation is not very popular. Secondly, would disabling Diplomatic victory also disable the AP? That would be an even bigger shame, since the AP sounds really cool, but some people like to disable Diplomatic victory in order to get rid of the UN.

I think you've just pointed out an Achilles' Heel of BtS, sushi. :mad: I have no doubt that this will be true. Maybe it will be fixed by a patch.
