Can't build Universal Suffrage

I'm playing a monarch game in C3C. I have industrialization and the wonder isn't listed in F7 view for anyone. I also checked that no other civ has that tech since I can trade it to them. For some reason it's greyed out in city view so I can't select it. Am I overlooking something or is this a bug?

That usually means that it is already started in one of your towns. I could not find any towns building it?
 
Yeah... I'm 90% sure I never even selected it before but I can't be sure. What's weird is that in a 1425 AD save the wonder is selectable... but I guess continuing with that would be going back 17 turns, a bit excessive for my taste.

Is there any way to tamper with saves, to make it selectable again?
 
Is it just one city where its greyed out or all of them? If its just one city it probably means you've 'tainted' the build, either with a forest chop or disbanding units. You can't use either of those to add shields to a wonder build, and if the city were already building something that had those tainted shields, you won't be able to switch to the wonder.

Forgive me I'd you already looked at this. It's the first thing I thought of.

Exactly. I think xyresic got it right.
Let me add one other case, where you can't switch to a wonder anymore: if you first select an expensive improvement (let's say a Bank), then cash-rush the Bank and afterwards try to switch to the wonder. The wonder will be greyed out in that case as well, because the game doesn't allow you to use shields for a wonder that came from cash-rushing (or pop-rushing). You first need to complete the current project, and then when the shield box is empty again, you can start on the wonder.

It's greyed out in all cities, I presume - I checked around 10. I have chopped shields for many things but since all cities are affected, I assume that's not it. How would disbanding units have an effect? I may have disbanded a few units during the game.

I'm 95% sure I haven't cash-rushed anything and 100% sure I haven't pop-rushed. I also built Theory of evolution by first starting a palace and then switching - just in case it matters.
 
Press F7 and see what wonders are being built where
 
Disbanding units acts the same way as a forest chop- they count as tainted shields for the current build.

I posted the problematic 1500 AD save in first message. Here's the best I could find: XXX. 1425 AD is fine, 1485 has the problem. There's an hour between them but I have no idea what I could have done there to cause the problem.
 
Sorry, was reading on my phone. Hard to see the whole message sometimes.

I looked at both saves, and you've got me. I started with the save where you could build US, and went all the way up to the same date in the save where you can't build it, and I could build it just fine. Something must have happened between the two, but there's nothing I can think of that would effect the building of that wonder empire-wide. What's even stranger is that I played through to 1530, and suddenly I can build it. 1525, I couldn't, but a turn later, I could. I didn't see anything that could have changed it during the play up to 1530, and I didn't make any significant changes to the game as I went.

Are you using a mod of some kind? I ask because the font for the cities on your F1 screen is different than usual. It's italicized.

Edit: Between 1425 and 1525 is exactly 20 turns. Can anyone thing if something that lasts 20 turns that would prevent building a wonder?
 
It is not a tainted shield deal as I let a build finish and then still could not select it. I looked everywhere and also ran through F1 towns and could not find any making it. I even got an embassy with all to be sure I could see, if any where on it.
 
Italic font is because I'm using the city governor to manage citizen moods. I like to cut back on micromanagement with some things. :)

But you mentioning 1525 got me thinking. In 1500 I have an embargo vs the Inca with Maya and it's going to last 5 more turns, so it will end after 1525... so that must be the reason. But why would it prevent US from being built? I can of course start with a palace now and switch after 1525 but I'm still baffled by this.
 
Slightly offtopic, but funny how things work out: my long-term plan was to ally with Maya against Inca, and to use rights of passage to take my forces through Maya territory - and perhaps later hit Maya after Inca were a no-threat :p. It's just that before Maya wouldn't have agreed to that... but in 1510 Inca demanded industrialization and declared war when I didn't give it. I managed to get Maya, England and Iroquois to join the war by giving just one resource. :eek:
