Cant buy tiles with Important Resource

I have found this to be very frustrating. At a point you cant by a tile were their are speciality resource, when the city expands it goes water wise (Island Game), so the opponent gets the resource eventually.
???

You can only buy a tile that’s up to three hexes away from your city center. That’s the maximum range at which your city will work that tile. Your borders can naturally expand up to there, but only after every workable tile is in reach. If you want those resources, and have them workable, you have to settle a city that can.
 
I think there’s an early Great Merchant that can grab a tile just for this sort of situation. And maybe some civs that can do a “culture bomb” to claim tiles?

Culture bombs only work if the tile is three tiles away as well. I would assume the same is for the Great Merchant. Unless are you talking about the great merchant that can go to a resource away from your area and make a copy of it without adding it to your territory?

Good to know about the culture bomb. I’m currently playing vanilla on the iPad so I don’t have access to it.

No I was talking about the one that allows you to annex one tile adjacent to your territory (Marcus Licinius Crassus). I’m not positive but I think I recall using him to get an oil 4 tiles away once? From memory though, so I could be wrong.
 
Hmmm... I see other cities do lots of cities next to each other, that makes sense now, so they can grab other resource that pop up. But then their city keeps expanding on land tiles but mine expands onto the water...
By the way, if my territory connects across the water then other ships cant crass unless theirs border permission right ?

The Great Merchant that grants you tiles, Crassus, can grab tiles outside of the three tiles. It can be quite useful sometimes

Right I don't get him as often as the others so I wasn't sure and forgot.

A city first takes all 2nd ring tiles, then takes all 3rd ring tiles, then all 4th ring tiles, then all 5th ring tiles (it can't take tiles beyond that). It prioritizes resources -> land tiles -> water tiles in every ring, not certain if it prioritizes mountains over water tiles but I think it does.

And yes, if your territory connects across the water, other ships can't cross without open borders. I believe you can also move units onto ocean tiles within your own borders even before you have Cartography.
 
I did a new game (Islands 3) and placed more cities quicker, got 6 of them as of 1870, got some oil, salt, iron no coal has shown up yet but lots or mercury, might do another city in that area on anothe risland.
