Can't change civics and values

I can't change civics or values. I open the menu but whatever I select there is only Cancel button which doesn't work and I have to exit the menu by pressing Esc. I've tried Galaxy and DS9 scenarios so I believe all are affected. Any ideas?

Do you have the tech to unlock the civic/value?
