Can't Create Colony

So since I've updated to the latest patch I cannot create colonies. Either a) I get no options at all or b) the only options that show are to liberate the city. This is on a map where the cities I have placed are on an island separated from every other Civ.

Are the new rules for being able to create a colony documented somewhere that I can figure this out? I go and start new cities that I think will be an excellent colony only to find out that I can't create the colony and am draining my coffers to support these new distant cities.

If there are 18 active civs, you'll have to annihilate a civ to make a colony.
 
You need to have at least 2 cities in another landmass to create colony.
 
Ahh this is a factor then. What if another civ also has a city on that landmass - would that prevent colonization?

Based on past experience, it shouldn't.

Hadn't realized the 2 city min... which explains a lot.
 
Is there a reference guide for Colonies. I wasn't able to find one here. One which explains all the rules dealing with them, etc...
 
I dislike colonies; i'd much rather switch to SP and have no distance maintenance whatsoever; besides i don't want the colonies trading away my techs (there are stories of Horseback Riding for Assembly Line trades).

Besides, then i would have a vassal that i probably can't get rid of because of my overwhelming military superiority and +10 relations.

AND i'll have more say of what those resources do. no colonies for me, but i'll leave vassals on.
 
Sorry for the newbie question, i was forwarded to this thread. What is the deal with these colonies? I have never heard of them before. I have only played 2 games to the end, so maybe I just havent gotten the right techs for it?
 
Rather than re-explaining something well done in the civilopedia...
When in Beyond The Sword, go to the Civilopedia, (when in a game, click on F12).
In the right panel, select "Beyond the Sword concepts"
Then, select "Colonies"...

It is new in BTS, and is not implemented in the vanilla (regular) civilizatioIV and Civ-Warlords expansion.

It is a very interresting option when you are Portuguese (carracks can bring settlers very early), or if you want to create vassals for yourself (rx.: because you want added protection without managing a huge empire or going to war...). But beware, the time and resources you use for creating the colonies (settlers, missionaries, soldiers, etc...) can slow down your own economy.

It is a sword with 2 edges...
