Can't declare war after save in Pacific

When I save the game and then reload it, on the first or any subsequent turn, I am forever locked out from declaring war against anyone new.

I tried this with 3.17 and 3.19. I uninstalled and reinstalled and repatched. Same results. I have no treaties, I have given nothing, no trade. Cannot declar war on this or any subsequent turn for over 30 turns.
