Can't download 3.16 anymore

I was on a friend's computer, i wanted to download the Communitas pack 3.16 to show him the change of this mod, but i couldn't download it anymore, there were only source files.
I 'm not able to get the .mod after 3.15.1 : what the hell !

I placed this link in another post and the user in question also said it wasn't working, however I can download the files perfectly.

EDIT:
It looks like Thalassicus has moved that link into a draft release. Apologies, I can get it because I am a contributor.
Most likely reason is there is a new release imminent.
