In XML I can't seem to find the weights for diplomatic trading. There are only two listed in diplomacy at the bottom, both dealing with gold. They don't seem to do what I want either. I set the gold percent weight from 100 to 0 and they still accept gold lump sums. I'm also trying to lower the value on city trades but can't find it.
