Can't find the "appoptions.txt" file to enable debug menu

Any ideas why? I have searched everywhere in the game directory and couldn't find it.

windows: should be in your Documents - My Games - Civilization 6 folder.
linux: homefolder/local/share/aspyr-media/Sid..Civilization VI folder.
mac: no clue.
