Can't find unit action buttons such as 'Explore'

Hello,
I apologize if this has already been touched on , but i've been searching like crazy and I can't find the atlas file (.DDS format) that contains unit actions such as "Build City" and "Explore". I really want to edit these icons visually.
Could someone give me the file path? I have Civ IV complete, and i've looked in the base vanilla game's Assets/Art/Interface/Buttons folder, as well as this folder for both Warlords and Beyond the Sword but can't seem to find the correct Unit Action buttons to edit.

Edit:
These are the only folders/files I see in that directory in the vanilla folder, by the way:
Folder - named "General"
File - named "CityBar_Atlas_32.dds"

The Civ4CommandInfos.xml file seems to refer to the below directory "Actions" for Unit Action Buttons, but I do not have this folder at all.

Assets/Art/Interface/Buttons/Actions/

Please help!

Have you checked vanilla and Warlords also?

Yes I've checked Vanilla, Warlords, and BtS folders and it's not there.

Did you also unpack the fpk files.

Hm nope I have not. How would I do that and in which directory are the fpk files?

They should be in the base game's Assets folder. For unpacking ("Unpack..." on the "PAK" menu, or Ctrl+U):
