Can't found new city

Hi, I'm attaching the game I'm playing (v23 large, eternity, rev-on, no city limits from civics, etc.)

The problem is the option to found a new city doesn't appear for the settler (only unit with movement left in this turn). I've been founding cities with no problems so far in this game until I bumped into this problem. The terrain seems suitable, what could be wrong?

If you have the stack selected and the settler is the only one with movement left then you need to separate it from the stack before you will be able to found a city.

hmmm no, I did that but it still won't let me found the city.

I think I found something: the settler is in marsh terrain, if I move it to and adjacent tile (e.g. muddy terrain) the button appears.

Is it supposed to work that way (i.e. can't found a city in marsh terrain)?

that is right. You can't found cities in some terrains. I think it changes with techs.

At Canal Systems tech you can "Drain a Swamp".

after the last 5 updates, I cannot load Caveman2Cosmos...(BTS Civ 4 loads fine). Are you guys also experiencing an issue?

AudioDefines appears to be in conflict.
