Can't get BTS to work.

Like many other people I have been geting the .DLL error when trying to run BTS. I've tried following the link to download the DirectX update, but when I try to install it I get an error saying "A cabinet file neccessary for installation cannot be trusted. Please Verify the Cryptographic Services are enabled and the cabinet file certificate is valid." I checked the Cryptogrphic Service thing and it said it was on.

I've also tried downloading just the .DLL file I needed to get the game to work. I downloaded the D3DX9_32.DLL for Civ4 and the D3DX9_33.DLL for BTS and pasted them into the system32 folder. Then when I try to run either Civ 4 or BTS, it gets as far as loading the INIT engine and gives me an error saying "Error loading Shader libraries"

What should i do? Thanks in advance for any help.
 
DirectX should install even with cryptographic services disabled. Do you have admin rights on your computer? Which DirectX package did you download?
 
I tried to install DirectX End-User Runtime Web Installer. It's description is "June 2007
The Microsoft DirectX® End-User Runtime provides updates to 9.0c and previous versions of DirectX — the core Windows® technology that drives high-speed multimedia and games on the PC."
 
Doesn't matter. It will only extract some installation files. Run DXSETUP.exe after extracting them

Is there anyone that nows what to do. I really love this series and would be very sad if I can't get it to work.

type "services.msc" without quotes in your Vista search or your XP Run. Launch that program. When it loads, in the right pane will be a list of all services. Cryptographic Services is one of them. Double-click it to open it, then set "Startup type" to "Automatic". Tap OK, close all programs, and reboot.
Run the DXSetup after your computer's finished rebooting and loading programs, then reboot again.
