Can't Get Civ5 To Install (STEAM?)

On both my Windows 7 and Windows 8 OS on two separate PCs I have tried to install Civilization V through the CD disc drive and failed.

I am able to get up to the point on steam, when, while attempting to download it says it cannot run because it must be connected to the internet.
This is odd since I am able to browse the net and showing an active connection.

I cannot get my account activated for some reason on the STEAM forum, so I would like this posted here. Has anybody else had this problem?
 
Have you tried opening Steam by itself? Can you get to your Steam library? If so, try installing the game from there.

Once you've activated your game with Steam, you don't need your CDs anymore (and Steam will probably insist on downloading 4+ gigabytes anyway).

Thanks! It installed!

Problem is, I got this from somebody so when I entered the product key it said duplicate and would not let me register.
Is there anyway around this, and if not, is it possible to purchase a product key from steam instead of the whole game?
 
Technically whatever you purchase from Steam is the ability to play. There is no actual game itself, but a license. That is why you cannot use the product key if it is already registered at Steam.

If the game installed, and you cannot play, then you have to pay Steam for the different parts or the bundle as a whole. Then enable that in your Steam library.
