Can't get Palace improvements in scenario's

How come I can;t exactly *is fun watching your palace expand* I can understand the no record in the hall of fame thing for eddited rules scenario's but why can't I expand my palace?

It is due to the changes in the code of Conquests. Same thing with the city wiev (it was removed from the scenarios & mods too).
