Can't install Civ 5, please help!

My girlfriend bought me a copy of Civ 5 in Australia and brought it to me where I live, in Thailand. I've been trying to install it for a few days and when it tries to update Steam I get the message 'Steam is temporarily unavailable, please try again later'. I did some researching and it seems that a lot of other people have been running into this problem. I've tried all the suggested remedies, including deleting the clientregistry file and I've tried disabling firewall and retried the installation a number of times.....

It's so frustrating! I've been waiting for this game for AGES. I've sent emails to Steam support and to the Civ 5 page, but no responses so far. Can anyone here help?
