Cant lay track

I have read the manual and I know the various reasons for not being able to lay track but this doesnt seem to be the problem.
Im doing the first, easiest scenario and I can't seem to lay track after the first initial route. Ihave over a million dollars and the track can cost a few thousand but it won't go. I move the track evry direction, its not the grade, the money or a sharp turn it just wont let me lay track.
What is wrong with this stupid game?

Any help would be appreciated.
