Anybody have an issue of closing out the game after loading saves before loading mods?
So the same happens in 700+ turns on AI turn
I don't know this is VP problem or Civ 5 problem

I updated all the graphic drivers (I have 2 graphic cards: GeForce® GTX 1650 and Intel UHD graphics 10 gen)
 
I don't think this is a bug necessarily, cuz I'm not sure what's happening behind-the-scenes... but the obvious short-term play here is for barb AI to retake the city -- we've been in this position for ~10-20 turns now: they have a lot of ranged boats nearby but I've killed off all their melee boats in the area, and a few times they've had a melee land unit in the water within range and city at 0 hp, but have only bombarded.

That said they would lose units and i would retake the city within a turn or two if they did, so they are somewhat correct in their play in the big picture here, just not sure that's the analysis taking place

What is the simplest way to adjust a difficulty level a little bit? If by means of the Handicapinfos file, then which folder contain this file for this mode?

Below is where you will find the associated difficulty modifiers for each difficulty level:

C:\Users\<UserName>\Documents\My Games\Sid Meier's Civilization 5\MODS\(2) Vox Populi\Database Changes\Difficulty\DifficultyChanges.xml

There are alot of other files that you could look into as well in Database Changes folder that can greatly influence gameplay when edited.

If you use a program such as Notepad++ it will create a backup of the file when you edit it, to which you can run in a second view and compare the original values to your changes whilst tweaking/after updating VP to a new version.
 
The AI retreating too quickly is by far my biggest issue with combat. I notice it even more in how quickly they back off from an assault on one of my cities. Many times, sacrificing a couple of units would give them the city, but some short-sighted algorithm tells them it's better to retreat and live to fight another day.
When I conquer a city the AI insta retreats with everything, its at the point where I can "scout-snipe" a bombarded city and the AI will retreat with units that clearly would have recaptured it.

Ah, you mean to say that a failed proposal can be immediately re-proposed instead of skipping one World Congress session? If you have a savegame and logs, it would be great if you could post this issue on GitHub :)

Tbh the game is full of bugs... I will upload a save and then you can just continue the game to discover new ones. :lol:
for example (I will report on github later):
- randomly appeared big sum of cash (money) out of thin air;
- randomly got ~2000+ of production in one of my cities, which allowed me to finish Apollo in 3 turns;
- after Decolonization enacted, immediately one AI allied ALL CS except those which were sphere of influence by others;

Not a bug, you can easily achieve that by building Stadiums. Or more commonly, expending a GP with the Arsenal of Democracy tenet.
