Can't make a defensive pact?

I have recently came to a point in my game where I want to begin doing the whole network of treaties thing. My good buddy japan is my #1 ally in the game yet I cannot make a defensive pact with him. Everyone else the option is available. (Either redded out, or open for negotiation. - Some people don't even have the tech req'd to make them and are able to... well, if they liked me.) But Toku doesn't even give me the option.

Is there something I don't know about?

EDIT: Also, Toku is the tech leader right beside me. We are running neck and neck and we both discovered Military tradition a while ago. Matter of fact, I got it from him!

No he means the option just isnt there at all.....Sorry Flev, unless he or you is actually at war, then I don't understand why not either.

He's probably at war with someone else, check the relations screen. That's the only explanation I can come up with if you have military tradition. Are you at war with anyone? A defensive pact can only be done if poth parties are not at war with anyone.

As a side note, only one person needs military tradition to make a pact. If you have it, then every other civ could potentially have one with you even if they don't have military tradition themselves.

LOL. I figured it out I think. I haven't met Mongolia on my game yet, and I bet Toku is at war with him. India and Japan were invading the crap out of him earlier. I can see all the Mongolian cities, but haven't made contact yet.

I was thinking all through the game "What is going on? No one is at war!" I even took a picture of my diplomatic relations screen in case I needed it. Turns out I was just forgetting about the Mongolians again. (I have been doing it all game.) Thanks guys. I feel a bit foolish.
