Can't make people into Scientists

I have been seeing a lot of references to these "Scientists" as I read various threads on these forums, but I had never heard of them before. I tried a number of things in the city window to allocate people to be "Scientists", but nothing worked. Can someone please tell me how to get these "Scientists"?

Note: I have CIV2 Classic, so that might be why...

You can get Specialists by turning a worker into one... In the city window, click on one of the city squares that's being worked for food/trade/shields. You'll see one of your citizens turn into an Elvis.

Now click on the Elvis once to get a Taxman, click on the Taxman again to get a Scientist. Click on the Scientist again to go back to Elvis...

And of course you can click on one of the unworked city squares to put Elvis back to work.

This works in Civ2 classic too. In fact, it even used to work like this back in Civ1, though I didn't actually find out I could do any of this myself until Civ2.

Mind, you have to have at least five citizens in your city in order to have a taxman or scientist.
