cant put embassy in "extra" civs

hi, i dont know what is wrong with my game, for some reason i cant build an embassy in civs past the first eight( i know you discover writing and double click on your capital's star, but i do this and it dosnt work, i only know two civs right now and only one is on the first list and i already put an embassy in their capatol)
