can't save graphics settings

Hi everybody,

After playing Civ since Civ II and never having any technical difficulties at all i now at last have run into some trouble and i hope that somebody can help me.
I just bought a new graphics card and right away things went wrong.
I cannot play in DX11 (one of the main reasons i got the new card in the first place) as part of the main menu and the game screen is not visible on my monitor, the image is offset to the top left, leaving buttons etc. in the lower right part out of sight.
I am not really expecting an answer to this problem after having spent the better part of a day browsing various forums for an answer but maybe i get lucky?
What i hope somebody can answer i why the game does not save the video options in DX9 after i set them to the highest quality level. After i restart the game, as you are told to do, the settings are back to a mix of low and high settings.
The graphics card i am using now is a Radeon 7850 with the latest driver, catalyst 12.8.
With my old graphics card i was using higher video settings than i can now which leaves me rather frustrated. I tried reinstalling the graphics driver and i even reinstalled steam but no change.
I'd be grateful for any suggestions.

P.S. the only other game with which i have trouble now is Crysis which has a small issue with the cursor.
It might be a graphics driver issue. Does anybody experience trouble since installing Catalyst 12.8?
 
dx9 and dx11 each use their own settings, so setting the one doesn't change the other.

goto C:\Users\UserName\Documents\My Games\Sid Meier's Civilization 5\
and open the GraphicsSettingsDX11.ini

pretty much at the bottom you'll find the following entries, which you should change and save in order to fix your resolution issues:
FullScreen = 1 (may try 1 here if it is 0 and still not centered on your screen)
WindowResX = 1920
WindowResY = 1080
(X&Y being your current desktop resolution)

I already tried editing the .ini file but unfortunately it did not help.
I have pretty much given up on getting the game to run properly in DX11, it seems am lot of people have problems in DX11. By now i am hoping someone would know about the issue in DX9 (the video setting issue only applies to DX9, in DX11 i can set the options and they are saved as they should).
