Can't seem to build a harbor....What am I missing?

I'm confused...I could swear I built a harbor before.
I've got a city within 3 squares of a coast yet Harbor is greyed out. What am I missing?

Just buy the tile first - it doesn't check unowned tiles apparently.

Because it is an inconsistent UI problem.

If you propose building any other kind of district, it will suggest tiles outside your current city, with purchase price also shown. For harbors, it does not -- so you assume you can't build there.

Harbors also don't show adjacency bonuses for tiles outside your borders, though it lets you buy tiles to place the district. Which has thrown me off a time or two, since adjacency bonuses are calculated right for other districts.
