Don't know if it's a bug, but I was playing a game with Brazil just now, and I wanted to send a trade route to Rome since Caesar decided to choose a different ideology than mine. Lo and behold, I can't establish a trade route with him.
I don't think it has anything to do with him being Hostile, because I remember being able to establish one even though other people were hostile with me in other games.
