Can't Siege a City State?

Just getting my head around Siege and tried one on a CS. Didn't work.Is it not possible?
 
It is possible, but depends on many circumstances. Is the city in the zones of control of your units? Remember that ranged units do not exert control if not properly promoted. Does the city have direct access to water? If so, you will not block it without blocking the water tile/tiles directly adjacent to the city.
 
In this respect CS is no different from any other city. To put it under siege you must have all 6 tiles immediately surrounding the CS city centre in the zone of control of your units (zone of control). Any water, including rivers, cuts the zone of control, so if the city is on a river system or near coast, you'll need more units or maybe even ships.
 
CS is in the middle of a desert. One mountain adjacent.

I've Got a siege going on a nearby Civ city that includes a river.

Thought I had it done right but obviously not if it works the same. Will try it again when I get the chance thanks.

Does Siege just stop the city from healing?
 
Yes, it stops the city from healing.
Sometimes, just moving one or two units one tile over can start or stop a siege. Have you tried that?

I've seen that siege on/off when moving units now with my other siege.

Have moved all my units to a new Civ city target. Will just have to look at CS siege again later.
 
If you provide a screenshot, it's much easier.for us to see what is happening, see if there is an oversight, etc. It removes the guesswork from our end. It could have been that one or more of your units don't have the ZoC that you expected, that you didn't notice a gap, or it could have been a bug which we could then try to replicate and report if necessary. Without the screenshot though, we're stabbing in the dark.

It's adjacent to mountains? If the mountain tile(s) is/are on the river it can prevent siege by breaking ZoC. I've had that happen before.
