I don't know if its a bug or by design. I ended up with 2 slingers in a city that has 3 enemies and 3 of my own troops surrounding it. All my troops outside the city have already taken their turn. The game is telling me to move an unit out of the city, but I have no place to go. Shouldn't the game allow me to skip there turns until I can move a troop outside the city?

You will have to delete one of the slingers to proceed, or load an autosave and either switch to produce something other than the extra slinger or move one of your adjacent units out of the way, to make space for the newly created slinger.

Found another case where you can't end turn.
I finished a civic and changed my policies. On the same turn I got Adam Smith who cave me one extra economic policy slot. Game does not let me end my turn before I fill my empty policy slot but I can't fill it because I have already changed policies this turn.
