Can't start a mutual protection pack?

I have writing and an embassy in America, but I see no option for mutual protection trade embargos. All I get is the declare war against civilization and right of passage. Is there any tech I need? I just discovered education. Me and America are polite.

You can only make an alliance with writing. You need a later tech for MPP or RoP.

I had a hard time with this to begin with also. You have to right click your capitol city and click conduct espionage. and build an embassy. After that you will be able to create any diplomatic pacts.

No, you can do RoP after Writing. MPP requires Nationalism.
