Can't tell DLCs to stop spreading religion in my cities

I'm using the latest version of Civ VI on Steam (v1607) and never get the option to tell DLCs to stop spreading their religion to my cities. I've waited until they've fully converted my cities but that doesn't help, the option just never appears. Is it disabled if a religious victory is not allowed?
