Can't Upgrade Governors after April Patch...

This one seems to be random so far, sometimes it happens in games and sometimes it doesn't, don't see a pattern so far, but it's happened twice where I get a few governors, then when I try to upgrade it won't let me but it uses up the governor, very annoying.

I haven't seen that issue, especially not with Pingala, who is always my first. However, the game now fails to show you the "block notice" for a governour title in the end of turn conditionals quite often.
More often than not I simply notice I have a title, cause I see the exclamation mark in the upper info bar.

I've never seen that before the patch now I see it all the time!

I still didn't get to figure out, if that is bound to specific civics, or happens at random.

I don't think I saved any of those games but I'll see if I can replicate one and post it here.
