Can't use great Leader Trajan

I was playing as Rome in a Civ Complete game this weekend. One of my elite leagonaries caused a great leader (Trajan) to a appear. But unfortunately, I couldn't seem to use him for anything. I expected that I could build an army with him. I tried moving him to a city with a group of leagionaries thinking that maybe he needed to be in a city to build the army. No luck with that. He couldn't rush a building project either. Is this some kind of an error? :confused:
 
In Conquests, Military Leaders can't rush all buildings/wonders, only military type buildings, Scientific Great Leaders are what you need for rushing things.

As Aabraxan says though you can't have any rushed or chopped shields in the building progress and you need enough cities to build another army.
 
More experienced players please correct me;I believe you can only build an army if you have a certian number of cities. I'm trying my first OCC and got a milatary leader and can't get ahn army either.
 
Bucephalus, Aabraxan, not only do I forget the rules of army construction, apparently I've forgotten how to read :blush:
 
No, splunge, you are correct. You have to have 4 cities to build an army.

And, IIRC, you have to have at least 4 cities per Army - if you have 3 armies, and only 15 cities, you can't make another Army until you have that 16th city...

You can definately use a MGL to rush the Apollo Program
