Why would you want governors manors, but not vampires. Also, if you can beat Calabim, you should have more powerful units then moroi, therefore not need them. Perhaps you could get a free source of that civ's mana. e.g. Calabim- Body. Bannor- Law, CoE- Fire.

Well if they capitulate you can demand one resource and not be turned down without a war. You can demand one of their palace mana. That means no change would be needed to get that effect in.
