Capping City Size 2 and Increasing Free Units?

After several recent playthroughs of playtesting my mod, I have decided to ditch pollution ala CCM. It is just an unnecessary and unfun part of the game IMO. So, I followed the CCM path and replaced pollution with unhappiness, which is mo betta. However, by capping city size at 2, some governments lose their advantage of larger unit support at size 3. So, I thought I'd need to add some free unit support. Maybe have city size 4 as the base and add free units equal to what they would have gotten at city size 3? So, in the stock game, Monarchy would get +4, Commie +2, etc. Does that sound reasonable? Or anybody else have any thoughts for handling it?
 
When creating CCM in 2006 and posting about it at CFC in 2008 the skipping of city size 3 was the only proper way to deal with population pollution and there were never any complaints about lost unit support by city size 3.

Today this can be handled by the settings in C3X without skipping city size 3.

Hmmm. I must have missed that in the flurry of updates from Flintlock. I'll have to look through the thread and/or config file and see how this works.

You can also adjust the number of free units based on city size and government type in the editor, as well as increasing the number of free units for a government type. You can also change the number of citizens in a town and city to cut down on population pollution.
