Capture of Notre Dame

Tried looking through the past post but not seeing it. I captured Notre Dame, but even after 10 turn cool off it's not giving me the 10 happiness (that I can tell).

I thought my overall -5 happiness would go to +5, any tips?

The happiness impact was immediate. However if city post capture had 10 citizens, then your unhappiness increased by exactly as much as Notre Dame increased happiness.
 
Capturing a big city gives you a large happiness hit. If that city doesn't have other happiness buildings in it such as a circus or coliseum then the Notre Dame may simply offset the fact that you took a city.
 
Give your citizens some tax breaks & handouts... and build a courthouse for them while you're at it... do you really want an "Occupy Notre Dame" riot to ruin your shiny wonder's picturesque views? :lol:
 
If I'm keeping a conquered city instead of razing it, I always Puppet the city instead of Annex. Only after the civil resistance period is over do I consider annexing, and then -- only if I have 600 gold saved up so I can immediately buy a courthouse for the city. Otherwise the unhappiness penalty is just too severe. Often, at least half my conquered cities stay Puppets till the end of the game.
