Captured Settler not able to found city?

Current game of GS as Georgia, I captured a Mongolian Settler. I moved it to the location I wanted near a Natural Wonder and the "found city" button has disappeared. I swear it was there earlier as I moved the settler across the map. Any clue as to why that has since disappeared?

Most probably you're not over three tiles from another city.

Or you have this dark age policy card that increase the inside trade routes but prevents you to settle.

Assuming it's neither a location you can't settle nor the dark age policy, it might be the same bug where the button to activate a great people disappear, usually when you leave it sleeping on the tile you gona use activate it later. Try to move the settle then move him back, se if it shows up again.

AH...I have a suspicion it is the Dark Age policy! Will confirm when I next play. I know it was not the 3 tile distance issue. Was definitely far enough away!

Confirmed....it was the Dark Age Policy....I had not seen that part of the card!
