If you've captured a city with a great wonder, can you realize its effects even if you don't have the tech that goes with it?

Please elaborate. At least for 1.29 I don't see the problem.

If I don't have feudalism, can I get barracks from Sun Tzu?

If I don't have navagation, can I get extra movement from Magellans V.?

Capturing a city with a wonder gives you the benefits from that wonder if it is still operational. You won't get the culture benefit.

no, he's asking if he doesn't have the tech required to build the wonder will he still get the wonder effects. i'm not sure, but i'm leaning towards yes.

sure u do. i often try and capture the great lib for that reason.

A captured wonder grants you the same effect it had for its previous owner, provided you haven't discovered the tech that makes it obsolete.
There is one exception: capturing TOE is useless. It's a one-use wonder. It won't give you free advances.
Note that capturing the GLib late in the game can have a tremendous effect. Imagine you're very backward and haven't acquired Education, but 2 or more of your rivals have just reached the Industrial era; then, capturing the GLib will give you all the Middle age techs, including education. After that, it won't grant you anything more since you now have education.

when i come to think of it, capturing the Manhattan Project doesn't make much sense either.

You're right.
BTW, shouldn't this be a small wonder rather than a great one? After all, the success of the American nuclear program certainly didn't enable the construction of nuclear weapons by all countries!

i'm curious about the manhattan project making it to Civ 4 altogether. never really got the purpose of the manhattan project. there's no need building it, cause if somebody else does, u still get to build nukes. if it would give u a headstart of 10 - 20 turns it would be nice to have . . . .

I've always felt the same way. Since you paid the price for this wonder, you should get at least some benefit, like having a 10-turn monopoly on nuclear weapons.
