Capturing a holy city

Is this a bug or not? I don't have a holy city. I've got Carthage Civ Religion.

I'd decided to do a test and capture Cathage Capital. This is their holy city.

What I've found is that, you can spawn missionaries of the Holy City Religion, but you don't have the option to make it a World Religion @ the world conference.

By the time I'd captured the City the World Conference was not active.

Bit of a pain.

As far as I know this is probably an issue on the devs part as they for some reason decided, that once a civilization is killed off (which, I asume means you've COMPLETELY conquered Carthage and removed her from the game) their "religion" is also "deleted" in the sense it no longer appears in the Religion Overview (the World Religion lists no longer lists their religion).

Thats a shame, I can never get the extra seats in the world conference.
