1.29f you can give cities away, but I've never had a civ offer up cash for a city. Now, workers, yes...

You can only sell cities in Vanilla, last I heard. A valid tactic there. In Conquests, you can give them away. Oh, and the AI seems to have less problems quelling resisters than human players.

I actually found it with a bunch of older games and decided to play it and forgot how wickedly awesome it was...
