A large problem I had with civ 5 was moving a large number of troops back and forth with the various paths and path canceling that would happen if a unit got in the way of another unit.
The main idea is every military unit will have a new "transit" option where you select where it will end up at. Then it'll into a "caravan-like" unit moving itself from point A to point B (destination). You can imagine it like the soldier is marching and put away all its gear.
There could be some medium movement bonuses like +1 movement on plains/grassland and/or other bonuses. In exchange the unit in transit will be more vulnerable.
I'm going to use unit warrior for all further examples. While in transit, the warrior can pass through any other unit, just like caravans. This will prevent congestion where military units collide with each other.
So if you need to move say 10 warriors from one side of the map to the other you don't need to worry about them blocking each other. Just choose the destination for each one and they'll be able to pass through each other.
Then once the warriors reach their destination they'll exit transit and turn back into normal warriors that obey 1UPT. So you can't have two warriors pop up at the same place.
Edge scenarios:
What happens if the warrior is attacked by an enemy unit during transit?
The enemy unit will deal perhaps double damage and your unit will exit "transit" mode onto the current tile it is on. Basically in this scenario at the end, there is no real difference from regular civ 5 besides your warrior receives extra damage.
What if an enemy is in the path of the warrior in transit? (your warrior is going to try to move into an enemy)
It'll exit transit on the spot, before reaching the enemy. Ie. warrior in transit on plain is trying to reach hill 5 tiles away. There exists enemy spearman on tile 2, then the warrior will exit on plain because it'll move into the spearman.
What happens if there are two warriors in transit on the same tile and they are attacked?
One of the warriors will exit combat. The second will stay in transit.
What warrior in transit is forced to exit, but there's already a warrior (not in transit) on the same spot?
The warrior in transit will exit onto whichever space it was on before or just the nearest land tile.
Can the unit exit transit mode early/change destination on purpose?
No, it'd be abusive if you could. One should protect units in transit with other military units. (or send horseman to ensure the path is safe ahead of time)
Perhaps if the ability is really needed: On transit exit, the warrior will receive 15hp loss (won't go below 5hp killing it) to represent being unprepared and to prevent game play pseudo stacking.
