I find that the random events, especially the quest like ones, make the game a lot more enjoyable. Is there any way to cause or provoke events like these? Maybe a way to make them more likely to happen?
As best I can tell, there are a set number of (Events / Quests) geared toward any given combination of Government settings; Like, if you're set at Vassalge, Theocracy, and Mercantilism (or whatever), then a certain 'set' of Events / Quests will become possible. Whether some (or any) will actually OCCUR or not is still a matter of chance.
I have no idea if it actually works, and i'm pretty sure it doesn't. But it sure feels like building the units or buildings for the quest you wants improves the odds of getting it. I always seem to get the castle quest when i'm actually building castles, and the Musketman quest when i'm building tons of muskets.
I've only gotten the knight quest once, and it was as I was actually building a ton of knights.
I don't know I get the chariot quest a lot on OCC with no access to horses. I also get the Quest to take a specific Plot of Iron/copper when theres no way I can own that land.
Sometimes it does seem like right after I build a building the appropriate quest will launch, but maybe its more coincidence then anything else.
Events have certain prerequisites - with some it's a State Religion, others need a tech, a civic to be run a certain unit or building to exist somewhere...
The best thing you can do is to make sure you met the prereqs for the event you want (and not met them for those you want to avoid - slave revolt anyone ?). There is no way to make 100% tha a event will trigger however, even with the prereqs met.
