Certain Civs on Certain Civs

Do certain civs just "start" on better land/islands? For non-earth, on windows-civ, the French start on better land than everyone else, meaning more grassland/gold/resources...etc.. Why is this so?

Hmm. It could be possible.. But I don't think there is such a 'script'.

I Usually play with the same civs (French/Roman/Russian/Aztec)
