Can Islands be Civs?

(I'm new, so I'm nervous about Posting.)

I've been open about my hopes to see Prince Naquan of The Jamaican Maroons, or Jean Jacque Dessaline/Tousaint Louvertute as leaders, but a bit Lukewarm on the hopes to see Jamaica or Haiti as Civs, simply because it's too small.. This inspired a resolution to featuring Islands as Civs.. Is it possible to have sets of Islands as Civs, meaning not just Jamaica or Haiti, but the entire Caribbean.. Cuba, Puerto Rico, Trinidad, Virgin Islands, The Bahamas etc. You can do the same with The Thousand Islands.

The Island Civs can have a Bonus Feature where they develop Sailing Capabilities Early, & connecting/sharing Coasts to make travel even easier. Of course you won't be forced to colonize the islands, you can go from your initial Island to The closest Continents if that's your preference..
 
Isn't Hawaii small, too? The Minoans who many people want to see in Civilization VII were an islandic civilization too. So, don't lose your hope.

They absolutely could have islands as civs, and I think the chances of that are better now in Civ 7 than ever where having a vast empire with hundreds of names to pick a leader from is less of a necessity.

Ngl a civ that instead starts in the islands between continents would be veryyy interesting
