Change defeat with settler mechanic

Just lost a MP game (after losing my cities) even though I had a settler out the turn before. I still lost but I had a chance to get away on ocean but didn't give me a chance. That could have changed the game. I believe it should be changed to only allow defeat once all cities and settlers are captured or destroyed.

It should be an option, a lot of RTS games give you the option to continue the fight after you lost your bases/structures as long as you have units or at least builder units.
