Change NumCivs and NumCityStates at mapscript generation, possible?

Hello,

I'm working on a project, was wondering if anyone had any idea if I can modify the Number of Civs and Number of CityStates from within the Mapscript?

Or am I going to have to go deeper and build a whole mod to modify the number of civs/states Before the Map is generated?

All I want to do is take the number of CIVs/STATEs that is passed to the Map at game start, and add or take away CIVs/STATEs based on certain Map criteria....

any advice or input is appreciated!
